I installed it and messed with it for a couple of minutes before going in to work today. As I don't read Japanese, it's hard to work out what keys I need to press just to get the thing started. XD Anyway, I played Marius and got my ass handed to me on a platter twice by Enjolras, who has this nasty habit of pulling out a rifle and shooting me as I get tangled up in what keys I'm supposed to press. It would be much better with a joystick and buttons - the keyboard method of play is less than optimal.
You can also play Robo-Jean and a weird kangaroo-like creature.
If your PC does actually show the Japanese, I can go to the screencaps on that page I sent you to and grab the pages saying how to set it up to joystick, and photoshop ENglish in under the Japanese so you can set up a joystick. XD
Yeah, there's apparently a program that allows you to make 2D fighters (other than MAME, that is, or whatever that other program is). There's another fighter game where chibi cosplayers fight; in fact, each of their attacks is based around a character. Each fighter kinda has a theme and/or certain series they draw inspiration from. It's disturbingly funny, when you see some of the attacks.
For example, there's a monkey-like girl who does attacks based around Neon Genesis Evangelion. One of her special attacks has her turning into Kaworu (or however you spell it), glomping onto the opponent with glee, a robot hand coming over to snatch both of them as Ode to Joy plays, a hand (completely breaking the fourth wall) holding a remote control and pressing fast forward until the robot hand squeezes both and explodes.
That's one attack. This game is crack. I can't remember the name, though.
