One of my cats would do that and then after a while pat the water with a paw, as though making sure there was water in there after trying to see it and failing.
Alternatively, Nefer is admiring her reflection.
She is on her throne now. Boy, she looks fed up with this! When does she get sprung, isn't it this weekend? Do you have to check her with a Geiger counter first?
She may be annoyed that she hasn't found the water herself. She prefers wild water that must be hunted and captured, rather than the water provided for her in her bowl. As in, the water glass I have by my bed at night, the water on the shower floor, the water in the humidifier base, etc.
She's not trying to avoid dust and hair in the water by finding alternate sources, either: I have personally witnessed her drink water out of a humidifier base that I hadn't gotten round to emptying for a couple of days that was covered with a thin layer of dust and had a dead fly floating in it. Which was no longer floating in it after she finished.
Heh! She gets sprung on Thursday night! And the only reason we're not checking her with a Geiger counter is the ones on Amazon that looked like they'd actually work were $200+. XD

All of my cats have preferred wild water to boring clean white water-bowl water. Bird butt water from a bird bath was the best ever.

- Three hours later -
"Will it move?"
Hey, I had a cat. And hey - it could move...
