No matter what that family decides in regards to suing or not, I definitely think they need to be talking to the parents of the bullies and sitting them all down so they can understand that their actions have very serious consequences. I'd not normally want a kid to be "scared straight" but they can't grow up thinking ganging up and doing hurtful things it okay and they can get away with it.
Yup. I don't know what they're doing, as they live in a different city and, understandably, have not recently been active on social media or their usual online haunts, but I hope it gets impressed on them, in one way or another, that this sort of shit is Very Not OK.
