It appears to be exploding feathers in all directions, like some sort of owl dandelion clock.

It may be a defense mechanism: stun you with the CUTE and incapacitate you with sneezes while it makes its escape. Or eats you.

Fugu owl! A second before, it was an ordinary bird shape: then the camera startled it and it went FOOOMP.

I take it you haven't seen the video of an owl startled by a Jack-in-the-Box. When I first saw this, I wondered if it was for real.
