In lieu of a cat cafe, one could emulate Sakaki in Azumanga Daioh and go visit a friend who has cats. My wild guess is that Japan has fewer cat owners than most other countries.
Yeah, every time I read about these I think that I would keeeeel to go visit one. I don't have any close friends here with cats, and I miss cats like crazy. (I also would have gone to one when I was in Taiwan if I'd known that Taipei had them back then, which I think they did, because I was so starved for touch. From the train, I saw a cafe that had a couple of cats lording it over the place, but I was never able to figure out how to get back to that stop. Gah.)
Oh, Japan...Never change! I loved reading about it. I went to a sort of cat petting zoo in Tokyo and it was really fun, yet frustrating. I didn't get to pet many cats because, well, they were being cats: the more you want to pet them, the more they run away. :(
