Possibly, although I haven't seen that hair and the sleeveless leather vest and the leather pants in combination anywhere else. :) Actually, I haven't seen that hair on anyone but Madonna.

Jive Magazine also thinks it may be in homage to Mello (http://www.jivemagazine.com/review.php?rid=2047).
