VirtualDub Mod, Photoshop, and Imageready. :) I use VBM to go frame-by-frame and copy each frame to the clipboard, then paste as layers in Photoshop and crop it (and in this case, move each layer so the head was in the same spot each time, which is why the background looks like it's moving, too), then switch to Imageready to animate it. And, as always, realize that I have too many frames to keep it under LJ's 40K limit, so take out every other one, which makes it a wee bit herky-jerky. :)
There's easier ways to do it, byt I'm jsut not sure what they are. I used to use some free thing for the Mac waaay back when, so I assume there's lots of free animated gifmakers out there for WIndows.
