A few years ago I was the hotel liason for my local anime con long enough to help develop our dress code after the head of hotel security had flipped out the year before about a girl in a bikini top (there was also sizism on her part). For fairness sake, along with a detailed description of how much women how much of a woman's boob could show, it stated that men had to wear shirts (and a long side conversation about how much cloth qualified). Everyone was sad when they had to enforce the rules with our cosplaying Old Spice Man.
