I have seen twitter proposals to nominate Requires Only That You Hate as Best Fan Writer.

Jim Hines also had a couple posts of people who are not him who might be worthy of nominating.

I will be watching this thread, as I am going -- and voting -- this year. Much to my surprise, I've actually read a handful of eligible short things. Elizabeth Bear's novella is online. (http://www.elizabethbear.com/?page_id=1202) I liked that one a lot.
