Actually, the longest cat on record can reach 33", I think - it's a Maine Coon whose owners say he can reach up and take stuff off the countertop when they're cooking so they have to be careful. :) Cats are often also extremely stretchy and can get veeeery long when they want to. If you scroll down this page about sauropod necks (http://www.miketaylor.org.uk/dino/neck-posture/) you can see a few x-rays of cat necks and discussion of how they hold their necks and heads.
That particular photo doesn't show the neck stretching, but it's mostly a reason for me to use that link. :D
