Assuming I can trust Wikipedia, she apparently did write the first known book about fishing in English. Which is something, if not quite the same as the claim above.

My money would be on ingenious, hungry Paleolithic people inventing fly fishing.

It wouldn't surprise me. Apparently the earliest known references are from Rome (late Republic, I think), for whatever that's worth.
