I think I've seen that before--it was an anti women's suffrage shot, if I am remember right. Something along the lines of, "If you give women the vote, next thing you know, they take your jobs--and you'll find yourself in jail for going to a tavern!" Suffrage and temperance often going hand in hand.
(I always remembered that--either that pic or one like it--because it actually came true!)
I don't know if the photo is real, but one of Rhys Bowen's Molly Murphy mysteries included a woman who really was a police officer in New York at the beginning of the 20th century.
Here's what she says in the author's note: Sabella Goodwin was one of the first women hired in 1896 to be police matrons, supervising women after their arrest. She was married to a policeman. When he was killed in the line of duty, she was given undercover assignments for the Police Department. She proved to be so successful at these that she was promoted to full detective by 1910.
The woman in the photo does match up with how I remember Bowen describing Goodwin, but who knows.
