They have the wheels.
They have the tires, although it didn't occur to them until I asked that I needed tires.
What they don't have are lug nuts. It will be tomorrow.
And they can mount the tires on the wheels for me, but I have to pay first because they are classified as used parts when that happens. But I can pay by credit card over the phone and they can get it done before I get there, so the guy will call me tomorrow when the lug nuts are in, I'll pay them that way, and be able to pick them up tomorrow afternoon.

You told these people that your wheels were stolen off your car and you need new ones. This did not convey to them any of the following:
- cars have four wheels, so you need four wheels
- you need four tires to on the wheels
- you need lug nuts to attach the tires to the wheels
...This does not inspire confidence. You might want to check your credit card, in case they have forgotten anything else like data entry or basic math or security. :)
What an ordeal. I hope the thieves are suffering somewhere right now.

I'd be worried that with all that has been going on with getting the wheels that the business was somewhat shaky. I wouldn't be surprised if they weren't installed correctly.

This is getting unreal ... you know, I am now entertaining myself with imagining Manji, Kyo, and Kenpachi accompanying you to this un-business and having a little chat with the nice morons. I think Manji would open the conversation, because the other two aren't very verbal:
"Hey, I understand that you guys can't help this lady with her wheels ... wanna tell me about it?"
He thumps one hand palm down on the counter. A couple of miscellaneous pieces of lethal hardware fall out of his sleeve and get stuck into the countertop.
Kyo unsheathes Tenrou and takes a few cuts in the air, lazy-like, and puffs on his pipe in a meditative sort of way as he gazes at the counter help with a grim little smile.
Kenpachi watches Kyo for a moment and then nods - yeah, he knows what he's doing - and turns slowly to face the counter help. He's grinning like a rottweiler faced with a bleeding raw chunk of beef .... .

Now if they'd also detour by HR here and pay a visit to a couple of people who've been jerking me around as regards a discrepancy in vacation hours I'm trying to bloody well fix, I'd be allll happy.
Insurance?
Tires, valve stems, mounting and balancing, lug nuts (get a lug nut lock kit)(do not lose the'key') -(I used to manage automotive body shops and did a lot of stolen vehicles)
If the car was on the ground, there may be damage to the exhaust system - need I go on? Too bad the tow company did not have a wheeled trailed to put under the car to take it firectly to the shop for inspection.

Re: Insurance?
Despite what it looked like in the picture, it is not sitting directly on the ground. The front of the car is resting on the curb, and the back wheel of the car on the side away from the picture I took is on a (thin) concrete block, which is holding the back end off the ground. But it's going to the body shop anyway to make damn sure there's no other damage. My insurance will take care of any damage done to it, and the cost of the inspection and tow.
